In short yes. By default, CommunityWFM sets agents as the only recipients of pop-up messages, however, in Settings | Application Settings | Global Settings and Preferences you can change the Maximum role to see event reminder & pop-up window from Agent to whatever level you desire. Doing so enables everyone to benefit from the Send a Message feature.
